Following the devastating impact of Hurricane Maria in 2017, the Caribbean Island of Dominica, with the help of the United Nations Office for Disaster Risk Reduction, set upon becoming the world’s first climate-resilient nation. The team of technical experts was assembled to build a critical asset management system. The team used open-source knowledge graph technology to develop a system that identifies the Island’s critical assets and the relationships between them to show cascading failure chains to help Dominica plan for extreme weather events. The Critical Asset Management System (CAMS) is an open-source critical asset management tool for collaborative disaster preparation, mitigation, and recovery. Using CAMS, towns, cities, and states can securely share and inventory critical asset data, determine potential risks to those assets, identify dependencies that assets may have on each other, and subsequently determine where cascading failures may occur. This talk will show how CAMS was rapidly developed by a team of volunteers. If will demonstrate schema development, generation of UI directly from the data model, and how we manage the critical asset data. It will also look at how CAMS works and how the open source software delivers for climate-vulnerable communities.
