We live in an interconnected and increasingly globalised world. The ongoing social transformation has affected all continents and all people and has a profound effect on the environment. Strengthening and maintaining international public health security is one of the main challenges arising from the new, dynamic, and complex global landscape.

Collaborative public health intelligence is WHO approach to addressing the challenges of disease globalisation. It consists of continuous surveillance of any hazard with a potential acute risk to human, animal and environmental health, forecasting of public health threats, their early detection and verification using official and publicly available unofficial information, as well as assessments of risks to provide actionable intelligence for decision making in prevention, preparedness, response and recovery from public health events and emergencies.

The WHO Hub for Pandemic and Epidemic Intelligence (the WHO Hub) will be the catalyst for creating this new approach. Underlying the collaborative intelligence is the concept of open innovations, and the open-source software as a technology aspect of it. WHO is establishing a new Open-Source Program Office to provide interdisciplinary support to projects seeking to use or create open-source software and openly share information, insights, and knowledge for creating actionable intelligence for public health decision making.
